Ukraine is not able to track children adopted abroad

First, the Ombudsman has spoken out against the European Convention on intercountry adoption and Ukraine adoption respectively.
The European Convention on intercountry adoption does not serve the interests of orphans and the national interests of Ukraine adoption. It said the first Ombudsman of Ukraine Nina Karpachova today at a press conference in Kyiv.
According to Karpachova, in the case of Ukraine’s accession to the Convention for the mediation of Ukraine adoption will be legal, currently prohibited by article 216 of the current Family code of Ukraine and article 169 of the Criminal code establishes criminal responsibility for illegal mediation in the case of Ukraine adoption.
“The declarative nature of the rules of the Convention makes it impossible to carry out the control of the Ukrainian living conditions and upbringing of Ukrainian orphans in foreign families, – said Karpachova. Because only by strengthening state control to exclude cases of trafficking of Ukrainian orphans during the intercountry adoption should be a bilateral Treaty.”
Nina Karpachova also noted that “the Convention is a Treaty in the field of private international law and ratification is not binding for Ukraine and will not affect evointeraction processes in Ukraine”.
Recall that the seven times unsuccessfully introduced to the Verkhovna Rada of Ukraine the draft law of Ukraine “About accession of Ukraine to the Convention for the protection of children and cooperation in respect of intercountry adoption”.
