Russia has banned adoptions of local children by U.S. citizens.
On Thursday, April 15, reported the official representative of Russian foreign Ministry Andrei Nesterenko. According to him, the resumption of this practice will be possible only after the signing of the bilateral agreement.
Previously about the possible suspension of the adoption, stated Minister of foreign Affairs of the Russian Federation Sergey Lavrov. He linked this decision with the recent incident with the seven year old Artyom Savelyev, whom returned to Russia by American adoptive mother.
Nesterenko did not
specify when and by whom the decision was made to suspend adoptions. In
Russia these issues are handled by the Department of state policy in
the sphere of upbringing, additional education and child welfare
Ministry of education and science of the Russian Federation. On the
official website of the Ministry dedicated to the adoption, is not yet
announced by the representative of the foreign Ministry information.
According to Nesterenko,
the Russian side intends to immediately conclude with US the contract,
which will contain “an effective mechanism for monitoring the life of
adopted children”, and in the near future will be held a bilateral
meeting to discuss the issue.
According to statistics of the Ministry of education (data for
2007), out of the total number of adoptions of Russian children by
foreign citizens, almost half of the United States. Second and third
places are occupied by Spain and Italy respectively.
Earlier it was reported that the foster mother Artem Saveliev
abandoned the child because of the peculiarities of his mental
condition, about which it warned the Russian authorities. In connection
with the incident The Ministry of education has suspended the activities
of the Agency that organized the adoption.
At the same time, the Prosecutor’s office found no violations during the process of adoption Savelyev.

August 2009 adopted son from Russia.
